    Y=4x+16

    If the line is parallel to y-1=4(x+3), the slope has to be the same, meaning that the slope has to be 4.
    Putting this slope and the point into point slope form, we get the equation:

    y-32=4(x-4)

    Which can be simplified into slope intercept form:
    y-32=4x-16
    y=4x-16+32
    y=4x+16
