      After World War I the victorious Allied powers met in Paris to set the peace terms for the defeated Central Powers.

      Japan sent a large delegation headed by Saionji Kinmochi, former prime minister. They sat alongside the Big Four, the United States, France, Italy, and Great Britain.

      Japan was not interested in Europeans affairs, it had two major demands: include the Racial Equality Proposal and claim Germany´s colonies in China and the Pacific Islands. The Western powers rejected the Racial Equality but granted the Chinese territories causing China´s outrage.
